Introduction

The Malawi–Liverpool–Wellcome Programme (MLW) is seeking to hire a Monitoring & Evaluation Manager who shall be based within the Monitoring & Evaluation department and reporting to the Deputy Director-Research Culture Partnerships & Impact – RCPI.
The position is tenable at MLW head offices in Blantyre.
Responsibilities
POSITION FUNCTION (PURPOSE)
The Monitoring & Evaluation (M&E) Manager plays a pivotal role in ensuring that institutional strategies translate into measurable impact. The position is responsible for establishing and leading a results-driven M&E framework that enables senior leadership to assess whether strategic initiatives are delivering meaningful scientific, operational, and societal outcomes.
By generating high-quality performance data and insights, the M&E Manager ensures that research programmes and professional services are not only compliant and efficient but demonstrably contributing to the institution’s vision, mission, and long-term sustainability. The role strengthens accountability to donors, enhances strategic decision-making, and promotes a culture of continuous improvement and learning.
Working closely with the Strategy Implementation Consultant, Theme Leads, Heads of Department, the Training Lead, the Deputy Director of Research, and Senior Leadership, the M&E Manager translates institutional and sectional strategies into clear indicators, measurable targets, and performance dashboards that track progress and enable course correction where needed.
Through active participation in the Training Committee, Research Strategy Group, and Professional Services Strategy Group, the role ensures alignment across science, training, and professional services— creating a coherent ecosystem that drives institutional excellence and maximizes research impact
Requirements
KEY ACCOUNTABILITIES / RESPONSIBILITIES
- Strategic Leadership and Systems Development
Strategy
- Develop and oversee the institution-wide M&E strategy, frameworks, and performance measurement systems.
- Ensure alignment between research-level M&E, professional services M&E, and institutional strategic goals.
- Lead processes for results‑based management, learning, and knowledge translation Design and maintain integrated data systems to capture key performance indicators (KPIs) across research and professional services departments. More specifically:
Research
- Oversee M&E for all research projects, including development of theories of change, log frames, indicators, and data collection tools.
- Provide technical M&E support to Principal Investigators (PIs) and research teams during proposal development, implementation, and reporting.
- Ensure proper tracking of research milestones, recruitment targets, protocol adherence, and deliverables.
- Consolidate research performance outputs for executive leadership, ethics committees, donors, and other stakeholders.
Professional Services
- Develop and manage M&E systems for all professional services departments (e.g., Finance, HR, Procurement, Laboratories, Community Engagement etc).
- Establish operational performance indicators, dashboards, and monitoring tools.
- Track institutional performance metrics such as service efficiency, timeliness, resource utilization, and compliance.
- Conduct routine operational assessments, process evaluations, and bottleneck analyses.
- Drive continuous improvement initiatives by translating findings into actionable recommendations.
Reporting, Learning & Communication
- Produce high‑quality institutional M&E reports (monthly, quarterly, and annual).
- Develop dashboards, scorecards, and visual summaries to communicate performance trends.
- Facilitate learning sessions, after‑action reviews, and internal dissemination of lessons across teams.
- Lead periodic data quality audits and verification of impact results
- Develop data collection tools for use in Research and professional services
- Capacity Building & Technical Support
- Train staff designated on M&E concepts, indicator tracking, data quality, and reporting requirements.
- Mentor M&E Officers, data assistants, designated professional services staff and research teams to strengthen institutional M&E capacity.
- Promote a culture of data use, evidence generation, and accountability within the institution.
- Compliance, Quality Assurance & Risk Management
- Ensure adherence to institutional, donor, and ethical data standards.
- Conduct routine data quality assessments and implement continuous improvement measures.
- Identify M&E-related risks and ensure mitigation strategies are in place.
- Ensure all data systems uphold privacy, confidentiality, and integrity standards.
- Self-Development
- Ensuring that one is kept up to date on developing trends in areas which may have an impact on your work activities.
- Ensuring that one is kept abreast of the wider project activities and other parts of the institution.
- Ensuring that one’s personal development needs are well thought out to help in acquiring new skills, competencies, and knowledge.
- Health and Safety.
- Take full responsibility for ensuring a safe work environment by always following health and safety rules for colleagues and study participants.
- Keep up to date and maintain awareness of all Health and Safety issues by fulfilling the following.
- Attending the scheduled quarterly Health and Safety sensitization trainings at least once a year.
- Attend a Health and Safety induction during the first week of employment, signing acknowledgement and keep abreast with the MLW Health and Safety policies and their updates.
- Attend and be updated in Good Clinical Practice
- Participate in risk management exercises.
- Notify the line manager on all accidents and potential hazards.
QUALIFICATIONS: (i.e. Education, Training and Experience Requirements).
Education
- Bachelor’s degree in public health, Epidemiology, Biostatistics, Monitoring & Evaluation, Health Informatics, or a related field. (Master’s Degree is an added advantage)
Experience
- Minimum 5 years of progressively responsible experience in M&E within health research, public health, or development sectors.
- Strong background in quantitative and qualitative evaluation methodologies.
- Proficiency in data analysis software (e.g., STATA, SPSS, R, Power BI, Excel).
- Managing M&E in donor-funded environments.
- Designing, implementing, and operating project M&E systems from project initiation to closeout stages.
- Strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
