Consultancy to Facilitate the Development of a Monitoring and Evaluation Framework for Communications and Public Engagement Department.

Job Description

Project Context:

The Malawi Liverpool Wellcome Programme (MLW) is committed to improving health in Malawi through internationally excellent research. MLW has over the past three decades positively contributed to improving health in Malawi and sub-Saharan Africa by conducting research informed by priority health issues. The Communications and Public Department at MLW is critical in supporting the flow of information internally and externally with the research conducted by the institution. The other role of the department is to facilitate building sustainable relationships with stakeholders and the communities we work with. It is important to track, monitor and evaluate the engagement we do to ensure that we support our researchers in conducting ethical research and that our engagement activities are effective and efficient. The department is in the process of revamping its M&E function and it is seeking a consultant to facilitate the development of a community engagement (CE) monitoring and evaluation (M&E) framework that will guide its work to achieve the goals set in our theory of change. The framework will also be key in tracking, evaluating progress and guiding the engagement work MLW does with internal and external relationships.

  1. Objective of the Consultancy

The objective of this consultancy is to design and implement a tailored M&E Framework for various community engagement activities in the communications and public engagement department. This will help to track the progress of our work, , highlight lessons learnt and evaluate the impact of the community engagement work.

Responsibilities

Scope of Work

The consultant will be responsible for:

  1. Developing a Community Engagement Monitoring strategy:

This will focus on developing a strategy that outlines the monitoring data that will be routinely collected, analyzed, and presented to track progress, make management decisions and course-correct implementation. The outcome of the monitoring strategy should aim for the following:

  1. Develop monitoring objectives, strategies and tools for all the CE activities outlined in the theory of change & other relevant MLW CE documents.
  2. Develop reporting templates for all the CE activities outlined in the theory of change & other relevant MLW CE documents.

2. Develop a Community Engagement Evaluation strategy:

The developed evaluation strategy will provide a description of the evaluation(s) that MLW community engagement department will conduct, including its purpose, questions, and the relevant evaluation approaches, tools, analysis, and reporting templates. The strategy will be used to assess progress and impact on achieving the aims and goals of our community engagement. This will assist MLW in assessing the effectiveness of the community engagement tools and channels used to engage with the public and our stakeholders.

  1. Develop an evaluation strategy relevant to MLW community engagement goals & objectives.
  2. Develop relevant evaluation approaches, data collection tools, data analysis and reporting templates for each CE activity.

3.Facilitate documentation of lessons learnt and knowledge sharing between M& E staff, CE team & researchers

The consultant is expected to develop novel approaches that can foster documentation of lessons learnt, knowledge exchange/sharing between CE team, M& E staff and MLW researchers. This should include:

  1. a) Description of all MLW CE activities
  2. b) Challenges and successes with each approach
  3. c) Relevant ethical and practical considerations for each approach
  4. c) Any other lessons learnt.

The consultant will have to facilitate the development of open databases or electronic library accessible to all MLW staff to promote knowledge sharing.

Pilot and Refine Developed Data Collection Tools:

The consultant will be given one month to pilot and fine tune the developed data collection tools, analysis approaches and reporting templates.

Reporting:

MLW will expect to have a comprehensive M & E strategy that will highlight the Theory of change, the monitoring, evaluation, learning and communications plans. This will be reported to the Community Engagement and Bioethics Group and to the Communications and Public Engagement Department.

Deliverables

  1. M & E Workshop Conducted.
  2. A MEL strategy which will be a resource guide for the M & E Function for the Communications and Public Engagement Department.
  3. MEL Tools: Instruments for assessing, evaluating activities, collecting data and reporting prioritized data and facilitating knowledge sharing.
  4. Final Report: A comprehensive report detailing activities undertaken to develop the strategy and suggestions for ongoing support.

Requirements

Application process

Expressions of interest should be no more than 5 pages excluding CVs. The application should include:

  1. A cover letter indicating expression of interest with proposed approach, methodology, workplan with milestones and key deliverables.
  2. Estimated research budget that includes days, rates and including travel as appropriate
  3. A CV for each consultant of no more than two pages, outlining previous research / consultancy and accomplishments.
  4. Two examples of research reports recently completed or other relevant samples of work. If possible, at least one of the pieces of work should be relevant, or similar to this call.
  5. Two professional references.
